Hey guys/gals/and those in between, I have a question (duh!)
How can i get frame rate data, velocities, and other character information?
Besides playing and doing all types of emulator sorcery.....

Do you mean copy a move from official game?

the easiest way

buy the game
record at 60fps

do the move
one hit one not hit

play back frame by frame and you will know all the details

at least I do some of my moves this way.
