  • I like to draw fighting game characters...
I would have used rotationsprite software.
The sprite scalling function would do decent result, even if you may need to fix some small pixel errors.
I hope it hekps.

Perhaps this sofware is now outdated.
Some other users could give you better solutions since they convert flashy effects in Hi-res a lot these days !
