I don't and I can't speak for Time Warner nor Comcast but....seems like bullshit for AT&T to put a cap on. Shitty surcharges on using a landline phone are extremely profitable; they can easily tap into that.

Old news is old. It was featured in last months Maximum PC.

Comcast is unreliable anyway. Also hypocritical. Promoting downloading video and music but punishing you for doing so.

Other countries have internet services that offer more with less charge.

It's like the time when VoIP emerged and ISPs tried to charge companies like the place I work on a "per-protocol" basis because with VoIP their telephone service business were at risk.

The idea failed totally and now we use VoIP to communicate between branches; in the past we had to use "local-long distance calls".

I don't mind it if they could somehow find a way to guess whether or not you're downloading legit and paid things or you're just stealing it and then deal with your bandwidth and such that way rather than them targeting P2P in general.

Depending on prices it might be cheaper to send dvs over regular mail to send big files. As my networks teacher said, never underestimate the bandwitdh of a truck full of back up tapes.
