How invincible are wake-up attacks?

AFAIK, Waku Waku 7 was the only 2D fighter with wake-up attacks (a special get-up anim that can hit the opponent).  And I've been wondering just how invincible it is.  Is it for the entire anim like with a regular get-up state, or does it end at some point during the attack?  I ask this because I'm thinking about implementing it again, and I don't wanna make it overpowered.

Oh yeah, and to coders: Wake-up attacks are optional.  Do not make it so that they always attack while getting up, unless you like seeing the character getting counter thrown to death.  Just ask Ryuko...

Is it just me, or does this sound extremely similar to "get up" attacks in Super Smash Bros?

It is, since they're both executed with a button and/or button combination.
No  Dark Sean and Gouken are Good characters

I figure they should have some invulnerability since without it their purpose is lost, but only up until the point the move hits (maybe one tick into the hitting frame for priority), and be vulnerable after that so that they can be baited and whatnot without being a brainless move you can do every time.

Oh and Pocket Fighter also had this, in its own way.

In the Real Bout games, Yamazaki could throw sand at you when he was down. >:) In brawl a counter can stop a wake up attack, so the move you implement should be optional and not automatic.

Oh yeah, I just remembered that Anakaris also has his own wake-up attack (stupid character with like a bazillion moves, half of which are useless).  I should check him out too...

KI2 also had specific wake up attacks, iirc they were the regular dps of the characters with normal dp priority, but they were able to cancel the liedown animation. kof has regular get up animations with full invulnerability but after 6 ticks (regardless of how long the wake up animation lasts) you can cancel the wake up animation to attacks, but they won't gain any extra priority.

most likely, capcom and snk games have a lot in common (just like gg has a lot in common with doujin games).

That stupid I.R. threw me off, okay?

Anyway, I think the got the proper numbers for wake-up attacks.  Now I just gotta kick myself into making characters again.....
