Spoiler: Two ultras per character, selectable ala SF3: (click to see content)
Everyone's Ultra II:
Ryu: Metsu Shoryuken - essentially his SF3 Shin Shoryuken.
Ken: Guren Senpuukyaku - flaming Tatsumakisenpuukyaku capped off with a big kick.
Chun Li: Kikousho
Guile: Sonic Hurricane
Zangief: Siberian Blizzard - air-to-air grab, flying spinning headlock into a crucifix driver, legs held and arms spread by Zangief's feet, landing on neck
Honda: Orochi Breaker - essentially Orochi Kudaki. Hell, "kudaki" is the noun form of "kudaku", meaning "to break", so it literally is Orochi Kudaki.
Dhalsim: Yoga Shangrila - air-to-ground grab, handstand on enemy's shoulders, stretches up and drops headbutt down onto enemy before drawn out spiralling headbutt
Blanka: Shout of Earth - apparently comes in both regular and anti-air flavors. Anti-air version can be delayed.
Vega: Splendid Claw - sliding kick, Scarlet Terror to launch, finished with a drawn out claw slash, ala Red Impact.
Balrog: Dirty Bull - ground grab, a short demonstration of almost everything that's against the rules in boxing.
Sagat: Tiger Cannon
Bison: Psycho Punisher - headstomp, grab opponent by neck, hold high, psycho power through the chest.
Cammy: CQC - Counter Ultra, a series of bone/joint breaking moves
Fei Long: Gekirinken - Counter Ultra, legstomp, WATATATATATA, one-inch-punch.
Dee Jay: Climax Beat - machine gun upper to launch, double machine gun uppers to juggle.
T Hawk: Raging Slash - it's an anti-air, but I haven't seen it actually connect yet.
Sakura: Shinkuu Hadoken - apparently comes in both regular and anti-air flavors.
Rose: no info yet.
Gen: Shitenketsu and Teiga - Shitenketsu is the touch-of-death attack, deals Focus damage that will regenerate unless you make it stick.
Dan: Haoh Gadoken - Sakazaki spoof, works like a Kikousho, then explodes in Dan's hands.
Gouki: Demon Armageddon - kicked into the air, he then does his best helicopter impression. Total joke.
Gouken: Denjin Hadouken - Chargeable, hit will wire opponent, but blockable even at full charge.
Guy: Bushin Musou Renge - looks awesome.
Cody: Last Dread Dust - a series of hits from the spanner followed by a baseball swing with the lead pipe. So it was Cody with the lead pipe in the laboratory.
Adon: Jaguar Avalanche - no info yet.
Viper: Burning Dance - Air Ultra, diving kick to burning bodysurf, launch, double chop to jaw, electrified
Rufus: Big Bang Typhoon - A Super Galactic Tornado
El Fuerte: El Fuerte Ultra Spark - sliding kick turns into a Super Propellor Tortilla
Abel: Breathless - delayable and cancellable grapple, spinning fireman's carry then tosses into air, into a Super Falling Sky
Ibuki: Yoroi Doushi and a ervamped Hasshin Sho
Dudley: Corkscrew Cross and Rolling Thunder
Makoto: Seichusen Godanzuki and Abare Tosanami
