This is how I think it should look like:

I changed the shading, some of the proportions and tried to follow the model on the left as much as possible so if you animate the attacks it doesn't look like one frame belongs in a game and the other comes from another.

Anyway,
- the displaytoclipboard doesn't have the ignorehitpause set to 1.
- About cancelling the light punch before attacking, that's also possible for the crouch light punch. Same thing for the crouch light kick.
- In SFA3 she doesn't roll after the c.HP if she hits.

I like it, But its missing the part on how to make the sprite a mugen character. : /

First of all, you need to get a tool, called Fighter Factory.
You add the sprites in a file with the .sff format.
You have to animate the sprites in a file that uses the .air format.
They have to be used a triggered in .cns files with states and state controllers.
And to use them there are commands in the .cmd file.
You also need sound files and that's where the .snd file comes in: you need to add .wav files to it.

This is pretty barebones, but that should give you the gist of making a character.
Don't think adding a sprite automatically makes a character, that would be too simple.
A sprite isn't a 3D model either, so you need to make as many sprites as necessary to make a character.
