forums are governed by a set of individuals, collectively referred to as staff, made up of administrators and moderators, which are responsible for the forums' conception, technical maintenance, and policies (creation and enforcing). most forums have a list of rules detailing the wishes, aim and guidelines of the forums' creators. there is usually also a faq section containing basic information for new members and people not yet familiar with the use and principles of a forum (generally tailored for specific forum software). rules on forums usually apply to the entire user body and often have preset exceptions, most commonly designating a section as an exception. for example, in an it forum any discussion regarding anything but computer programming languages may be against the rules, with the exception of a general chat section. forum rules are maintained and enforced by the moderation team, but users are allowed to help out via what is known as a report system. most american forum software contains such a system. it consists of a small function applicable to each post (including one's own). using it will notify all currently available moderators of its location, and subsequent action or judgment can be carried out immediately, which is particularly desirable in large or very developed boards. generally, moderators encourage members to also use the private message system if they wish to report behavior. moderators will generally frown upon attempts of moderation by non-moderators, especially when the would-be moderators do not even issue a report. messages from non-moderators acting as moderators generally declare a post as against the rules, or predict punishment. while not harmful, statements that attempt to enforce the rules are discouraged. when rules are broken several steps are commonly taken. first, a warning is usually given; hjk, doing a terrible job at arguing with people , trying to lie to them in order to make them take stances you consider to be wrong and then springing out the truth and going "I MANIPULATED YOU"  and bringing up those terrible arguments after dozens of days after doesnt make you look smarter or healthier.

It actually makes you look as if you have no clue as how to interact with people socially =| , you go as far as actually post your plans for how people would have or could have interacted with them as if they are some kind of software you are feeding input into.
Im not trying to insult you here but have you considered seeking help? You have been doing this for over five years now and you clearly have difficulty interacting with pretty much anyone.  No one spends five years doing this without having issues.

Not bad at all, Infinite. I'm pleasantly surprised that a Gouken this good would ever show up for the engine.

Don't have much to complain about here barring what was already said, though there's one serious thing bugging me about the AI. Yes, I'm aware, AI is the last of anyone's worries, but it bears mentioning.

Gouken, as far as I've seen while pitting him against other characters, uses all of his moves without actually taking time to think of what would be the best course of action. This is due to the values you placed for the random trigger, and where they were placed. Here's an example I'll put down for you.

Here's the block for his Tatsumaki. The key part that I'm talking about is bolded for your convenience. Thanks to this, and the way the random trigger works, it'll often be his first reaction to any jump-ins when not in EX Mode, and when he's not already guarding. Now, this isn't necessarily bad, since you were probably trying to make him anti-air with it, but it's not always a good idea. There are characters with higher priority attacks out there, it's possible for him to get knocked out of it since it doesn't have invul, and it's easily baited with teleport-type moves like Gouki's Ashura Senkuu. What I propose is that you do this with the code instead:

Put the random trigger in each of the individual triggers, and give it different values. That way, he'll consider his other options before trying the Tatsumaki. Of course, that may not be the only problem with it, but it at least solves the dilemma of how much he's using that one move.

Might I also suggest altering the way he handles his supers outside of combos, too--as in, making him use them as he's getting up / after being hit and the opponent fails to combo into something else, or making him do it on reaction to discourage people from getting aggressive while he has meter? Considering that a player that would fight against Gouken need only get close to him to make him use his supers, it spells major problems for him in the long run.

Even after POTS started releasing his new style chars, he'd update Shin Gouki without removing the Lv1 > Lv1 chains. He always developed Shin Gouki as a boss and these chains are part of what makes his charm, even if they don't follow POTS' current standards. Note how his Ryu, even if going by his old standards, doesn't have this kind of chains.

^ Exactly.  POTS Shin Akuma is meant to break the rules with a bunch of OTG attacks and chains that aren't normally possible, just like how in CFJ Akuma breaks the rules by having parries and multiple supers.
