Looking good indeed
Though keep in mind, the lines underneath his eyes, were supposed to replicate his special ability, known as "Dragon Force". His skin gets scaly, & his eyes form a dark layer, around them. Though this sprite wasn't completely done.
I think I missed the scales to know it's supposed to be his dragon force.
But it looks fine anyways.

That Natsu looks way better now
You surely imporved
You might want to narrow the space between his eyes a little bit though.
Also the outline underneath his eyes are a bit harsh.
Otherwise I think it's really fine as is to me, really well done this time
