I know your characters from the start when there were only Evil Ryu SF2 and Evil Ken SF2 on your site 
Its like a few years now, it is great that you still work on them, congrats on job well done!!
I was just playing with new evil ryu (great new moves with legs) however i can pull Shouryu Reppa ~D, F, D, F, Any Kick (a, b, c) despite empty powerbar.
I'm playing on Mugen 1.0.

Serio, Mugena odkrylem przpadkowo, 1go stycznia 2006 roku gralem na online poprzez Kaillera i ktos cos na chacie rzucil cos na temat edytowanego Guilego bodajrze i link do MugenInfantry przez nastepne poltora roku nie gralem raczej w nic innego niz tylko Mugena:) Glownie zbieralem SFowe postacie potem krag sie poszerzyl.

In .def files (example sf2'ryu.def) you need to find line witch starts with st5 and put there ;
so this will look like:
St4 = char/state.st
;St5 = char/helper2.st;
