Wow! I see improvements in the overall system with Hayato, cool stuff! Here just few minor things you may consider tweaking.
- Magic series incorrect for Hayato, he is just like Bison, he es a Weak to Strong series while not in super jump, Hunter Series in Super Jump.
- He feels way too fast, but may be just me.
- Some animations look funny, specially when he does his grab or Rasetzu San finishes...
- He still misses the double punch motion for dashing

4 minor things, this hayato is pretty solid so far, I reccomend it :)

Seems that you are getting the vs system sorted, that's cool... I just noticed minor things (just for purists)
-You cannot dash with two punches, without this wave dashing as near impossible
-Lie down times are insanely long... and this leads into:
-You can OTG from Aaerial Rave and inmediately repeat an air combo... in vs system you are not allowed to superjump and/or execute any supers or hypers until your enemy recovers from AR...
-Missing Flying Screen after AR, just a minos stuff, but still ;)
-Just as a suggestion, but you can make the HCF/HCB motions more friendly to keyboard users, just add a $ to the Down motion... for example:
if:
Code: 
~B, DB, D, DF, F, a
simply add:
Code: 
~B, $D, F, a
This doesn't break anything and keyboard, as well as joystick users willl be entirely happy.
-Super Jump is sometimes a bit hard to pull off... may be just for keyboards again.
-When you do any hard punch or kick and you are either out of super jump (normal jump) or you just do this instead of the whole chain, you are supposed to bounce your enemy from ground and then they autorecover, you only slam them on the floor is you are on super jump and you did an aerial rave. Some moves may be affected by this as well, but in the case of Bison, is just this two.

Overall, this Bison is a keeper, fun to use and WELL done, good work and keep on going!!!

Shit... forgot to mention... Incorrect magic series for Bison... he should be a Weak to Strong chain when in land or normal jump, and Hunter series while in super jump...

Well... I'll start with the MOST critical to the least...

- Missing Sprites for animation transitions, this is noticeable in basics and get hits
- Missing extra frames for jumping animations, and I mean the ones that resembles air friction when Link jumps up and down
- Basics are way too fast, they need more detail in sword swinging.
- You need launchers for Link, you cannot do aerial raves the way he is right now.
- Trip attack is weird... you need a new one.
- Super Jump is ass... I'm sorry, too much delay, cannot combo from it and HURTS the opponent... SJ is not supposed to work like that at all... hat thisng should be turned into an attack instead, works better.
- Aerial Hard Punch works weird... separate the two sword attacks instead. Also that is not supposed to knock down opponents. Same for Aerial Hard Kick.
- You still retain Silver surfer data, remove that to save space.
- No hypers
- NO vs/mvc system at all... even the bare minimums, like advancing guard.
- Cannot jump, attack, or do anything during F.Dash, back dash is supposed to remove ctrl from you, but you can attack and do other things while you are on them (more or less like KOF running), also, you miss the whole wave dash system.
- Anims in most cases look stiff and miss frames to look better, this, as I said, is bad in basics, supers seem to be OK and got more love than earlier...
- No throws
- Bad velocities in dashes (too fast), hitdefs and really akward hitpauses and hittimes.
- There is no defined magic series for Link, he is currently a hunter series character, in my humble opinion, he should be a weak to strong series at least on mid air (not in superjump, unless you go for true MvC and not MvC2, in the later you are a hunter series in SJ no matter what...)

The goods:
- I loved the sprites, he looks cool
- The overall Idea is great

Good release, but honestly, it needs LOTS of love and work, he can be a great vs styled character, but he need more effort to put into.

Keep on going, nobody said it could be easy.

Well, I've tested the character, and this is a definitive keep on my roster, he's badass, cool looking, devasting moves and really NICE coded, he really feels like in CvS2 (even if he never was on that game).
