You're currently right about that... The strongest character in MUGEN...

F1 is now getting pwned by most of cheap characters since a long time ago :)
F1 has started to get KOed by ADS, then Oni-Miko, ARC, H-Senna, Phantom, Alsiel, G-Mizuka followed up.

For now, Mahavairo3 (SAMSARA) and X (Lunatic) are most invulnerable characters now.
And the cheapest, I mean the strongest MUGEN characters are PolicezeroSPZ (private by GoMyoungGook), STMC latest, Oni-Miko-ZERO and Len V0.60 (I think)

Yep... I have found that Oni-Miko-Zero is poorly coded because there are alot of characters whom she cannot defeat in long time ago.
However, STMC is really unique and very cheap like a hell!!! I am also nominating for Policezero87 and Chakan the Forever Man.

Ok... We can even call the day of June 14th, 2009 as the "Revolution Day" that Oni-Miko-Zero has been released and just pwned ALMOST EVERY SINGLE CHARACTER with no other exceptions!!

Those characters who are very well-known as full of invincibilities are not even able to get avoided by her Instant Killer codes. Weegee gets pwned, Chuck Norris gets pwned, H-Kanna gets pwned, Vairocana gets pwned, God-Miku gets pwned, even 0 gets pwned by her within 1 second...

However, I don't think she will have ability to kill everyone soon because it seems be easily broken by another codes.

I personally really love cheap characters as always...
I don't think MUGEN is for characters' matches with balanced equivalent abilities but the competitions of code programmings.

I was simply wowed when I have seen Oni-Miko-Zero's videos that knocks every single one of entire MUGEN characters within 1 second.

The cheapest character is the Box of Oni-Miko (3000085?) that kills ARC.... It summons bunch of Oni-Mikos and kills her. I have just checked from Lunatic's site and found the screenshot. I was so scared....

Hmm... I personally prefer more with the sharpness of characters but not their invulnerabilities because to making characters into 'completely' invincible is WAY easier than to making more deadly stronger. If we are saying the issues of invulnerabilities of certain characters, then I should prefer to one more character other than Chuck Norris : ARC Ayu 12P -> because she has both sharpness and basically not being KOed by no one. (with the exception of the match with Mahavairo because she disappears but not being able to be KOed) Also, Miracle-San can be the one of them either.
However, as you see, I am favoring way more with the characters with stronger killing abilities than those who are 'only' completely invincible but not able to kill most of god-ranked characters. In my opinion, to be invincible doesn't actually making characters to be the cheapest but their own sharpness of killing others. That's why I really hate certain characters like Weegee, Teio 12P and Tenrow 12P etc who can never be killed and having very weak attacks that cannot even be able to kill Rare Akuma and even Ryuko 1st...

P.S. Phantom Mizuchi can be easily killed in everywhere lol because the killer code has been found and spreaded widely to the people as you know :P Also, there is no way you can beat ARC Ayu 12P because everytime her lifebar has been drained to 0, then she keeps resurrecting and can never being KOed by anyone. I was surprised and doubted that you were saying that you can beat her easily (timeover victories does not acceptable, sorry)....

What are you talking about?? Oni-Miko's 11P is 'COMPLETELY' invincible that no one can (even including Phantom Mizuchi) KO her at all because she doesn't even have any hit-box in any single second. And I have tried to put several matches between Oni-Miko's 12P and Chuck Norris but they cannot kill each other in every single match that I have made. And I wanna ask you that do you even know how to kill Oni-Miko??
And I am really doubt that Chuck Norris can even KO G-Mizuka 12P...

Actually I've done my research, Chuck Norris can kill ONI-MIKO in whatever form she is. It's just really long.

Thus, I don't think Rare Akuma cannot even belong to top 50 because there are so many cheaper characters we have in MUGEN.
For logically, the cheapest characters are "EC (Error Computer)" by Blood72 and "0" by Lunatic who immediately shut downthe MUGEN before the match starts. The reason why I didn't list them was that there is no point to including these non-character-like characters.

Ok. I would like to say... (in order)

10). God Orochi : Cool finish moves, has strong charisma, very fun to play with.

9). Arcuied Brunstein by 9 : Really fun to use and I used to like her so much since I have played Melty Blood.

8). Dragonclaw : Honestly, I really respect ReubenKee (Really miss him T.T) and always think that Dragonclaw is one of the MUGEN's greatest masterpieces ever in history.

7). Oni-Miko Reimu : Well... I am really a big fan of nuclear war of MUGEN and she is one of the top cheapies for a long time.

6). ADS (Angle Draw Sphere) : Same as Oni-Miko but little bit more favorite to me because of its characteristics.

5). Mirror Mizuka (Unknown) : Really cute, strong and enjoyable to play. She is very attractive to be favorite. ^^*

4). Yagami Iori : I am a big fan of him since KOF98. As my main character in KOF98, 02, and XI, I am I honestly think I can use him even better than any other favorite characters that I will mention on the bottom.

3). Kyodou Senna : First of all, she is very adorable good looking. In addition, every singer Senna characters in MUGEN is very awesome to play!

2). Kawasumi Mai : I really love her so much!!! She has been my second favorite character beside of Ayu in Kanon Remake. Despite of her cheapness, all of her moves are really awesome and even having potentiality to kill some light-ranked cheapies enough. Go Demon Hunter!

1). Tsukimiya Ayu : Oh my God!! I can't stop loving her since I have downloaded Shikkoku's Ayu in MUGEN in a long time ago!!!! Well... you can think about me as a lolicon (I am definitely not one of this kind of person... I am not that crazy person.) She is just too cute to make herself to fight but very awesome enough to play with. SHOW US THE TRUE UGUU POWER~~!!

Hmm... There are several characters that I trully hate... Here is my worst top 10 characters in MUGEN and other than these, I don't really hate anyone that much...

10). Super Mario 64 : So annoying with projectiles and bit of too cheap for normal characters. And, I really hate all Mario series!! (sorry for Mario fans...)

9). Himan Zellode : Retarded voice, retarded stats to be cheapster, very annoying combos..

8). Rare Akuma : Sorry for most of you guys but I don't like him at all... Not my type to be attracted.

7). All Dark and Zero Athenas : OMG!!! I can't really stand with all cheap-type Athena series!! Constantly regenerating her health all the time, annoying voices, deadly attacks and even OHKOs.

6). SSJ Legend Gogeta : Crap!! This thing can be called as "the Ancestor of all God-Class-Characters in MUGEN." Since he appeared in MUGEN, there are hundreds of uber-cheapies massively created and being creating until now.

5). Weegee : What a joke spriteswap version of F1 he is... Can't stand with all of people who keep saying he is the strongest in MUGEN... He cannot be killed though but cannot even kill Ultimate Chimera and Metool etc... and he is modified character of Luigi!!

4). Peter Griffin and Bender by Arcturus (?) : No need to explain about these two retarded abomonation furthermore...

3). Naruto and Sasuke : So annoying (rather than their cheapnesses... actually I am not even worry about them anymore) to fight with!! And I basically hate Naruto anime! DIE YOU NINZA WANNABE!!

2). Slime & Kuromaru : I really don't even want to describe about them... All hentai things should be neutralized once it for all!!!

1). Adon & God Adon : The most infamous gay-like retarded characters in entire MUGEN history. Despite of their cheapnesses, their gayness are just equivalent to Slime and Kuromaru!! Everytime I se them, I always use some cheapest characters and pwn them really badly.

I think your G-Mizuka is either outdated or not placed in 12P. G-Mizuka is now invulnerable to Oni-Miko and Oni-Miko 12P can be killed by Phantom Mizuchi 12P.... Also I have a fact that she has been also killed by ARC once for a while. In fact, since Pahntom Mizuchi has killer codes against Oni-Miko, there would be some anti Oni-Miko characters appearing in MUGEN now.

Unfortunately, these characters are very private now and it is nearly impossible to get them but I can tell you how they look and cheapnesses of each.

First, ARC Ayu can be called as "Cheap Ayu Type" by Shikkoku.  No matter which color do you choose, her body is flashing with different colors all the time and most of her attacks are really dreadful. Like many other god-ranked characters, all normal characters can do nothing but being obligated or fallen be her in a few seconds with OHKO. And there is no way to KO her (you can still drop her HP to 0 or 1 because she 'has' the hit-box) due to her ability of resurrection in everytime when she once falls on the ground. That's why she has become the top 5 cheapest characters in entire MUGEN at least (among with Oni-Miko, Phantom Mizuchi and maybe S-Tomy or G-Mizuka).

And Nacht Jaeger is previous version of Reslayer Mai. I don't think she is completely invincible anymore, however, it is still nearly impossible to KO her because of her invulnerable defense systems. In addition, she is very weak attacker that cannot even kill Psycho Shredder 3.0
In contrast, Reslayer is very powerful to kill many cheap characters enough but the defense system has been downgraded. Therefore, there are several characters can kill her evantually.

So I will describe four of characters in Out of Questionable Level which you cannot even image how cheap and broken they are...

Note : Out of Questionable Level characters are simply above God-Tier. They are just unimaginable to describe... In Japanese and Chinese, they are usually called as <論外>

1). Oni-Miko Reimu

For those of you, who are really enjoying with cheap characters, probably don't need to hear more information about her because she is very well known for now. She is well known as "Master of Assassination" or "Second Generational Goddess of MUGEN" due to her ability to killing others. Even though she has been falen by H-Senna v 0.96 just now, she is still be on the champion level of entire MUGEN.

Basically, in her 12P mode (EX mode), she has three deadly moves that continues to repeat until the opponents fall or she has been fallen by herself for a long time. About 99% of entire normal or semi-cheap characters (including F1 and A-Bomb) are just fallen by the very beginning of her "Kingdom Crimson" mode. When she is in her second assault, which is Amateraus, more than 70% of cheap characters are simply unable to survive. Therefore, I can tell you that any characters who cannot be fallen and makes draw to her are pretty unable to be KOed by any others.

2). Tsukimiya Ayu - Arc

The strongest Runner-Up of entire MUGEN today. In fact, she was kind of out of interests for many people until her latest updated version, which is released on the end of August, starts to killing lots of extra god rankers. And there are loks of more characters are under vulnerable to be defeated by her so she will KO bunch of more in her next update. Also, she has been well known as a rival of Oni-Miko due to her god-class assassinating abilities. Of course, neither of them can annihilate each other.

Since her latest update version published, she is able to defeat G-Orochi AI=3, 2nd Death Star, G-Magaki, F1 and even possibly Genjitsu which is almost unbeatable (only two characters can defeat it and those are Oni-Miko and Systemer). As I told before, if she gets updates with her offense abilities, she might have a high chance to take the #1 place over Oni-Miko.

3). Phantom Mizuchi

This Mizuchi's updraded modified character is extremely powerful as the other characters that I have just mentioned above. He has also have a history to defeat Oni-Miko before and there is no way to terminate him, yet. You can surely take him damages but once his health goes down to 1, he becomes totally invincible like Oni-Miko does.

His deadly moves can obligate most cheap characters that including F1 and several other 'unbeatable' characters. Of course, there is no way to kill him with usinf F1 or F5 cheat; otherwise your character will die once you use it... He is under near complete modification so far; therefore, there will be his complete version released soon after.

4). H-Senna v0.96

The only one character who can defaet mighty Oni-Miko Reimu currently and well known for everyone as an 'completely invincible' character who has NEVER been fallen by any others since her very first version had been released. Unlike her mighty defense ability, her offense ability is significantly being considered as weak; however, the fact is that her offense ability is pretty much strong enough to deat many other god-tier cheapies,

Her 12P mode is totally undescribable to explain how she gives attack with. Even though her character codes are really simple in comparison to the other three characters, she is just simply amazing to having '0' loses in all the time... I personally can't simply wait to see her complete version. :D

Which Ayu do you mean?
Which version of Oni-Miko?
Shikkoku (the author of original Ayu) has created his own 'private' "Cheap Ayu Type" who cannot be killed at all... Even if you drop her health to 0 or 1, she will regenerate her health to full all the time. Her body is always flashing with different colors.
The newest version of Oni-Miko is released on 11/22 but still be fallen by Phantom Mizuchi 12P.
