He's from Steel Ball Run, the seventh JoJo manga arc. He hasn't appeared in any game, this character is made from scratch.

Hello guys!
Theres so many Street Fighter characters out nowdays, from many authors, with many diffrent styles, with lots of patches and edits, and dozens of versions of existing characters like evil, mech, god etc...
Well I am trying to collect just CLASSIC Street Fighter III and Street Fighter Alpha characters, to have them on cd-disk in case my mugen will ever die due to system or hardware failure. For now I haven't got any single character from any of those games, and I just failed to find some kind of up-to date database for every classic, not edited character (I mean not evil, holy, hyper and other custom stuff). Just most accurate, detailed, top notch and up-to-date version, with everything properly working and such. If someone can upload their pack with such characters, or show me the place where every character presented in some easy way... I will be happy. There's my birthday on 13 march, and this will be best gift anyone can gave me.
I just kinda lost in all of those sites, versions and patches. Well for example least popular games, Basara X, Arcane Heart and such, even Guilty Gear are easier to find and collect, but Street Fighter is like one of the biggest mugen category, along with King Of Fighters. And I am already got headache of looking for some really good database with classic chars from that game. Maybee there's some untouchable favorite author, who made it ultimatley flawlessly good and he made a series of characters, with same portret style and such. This will be awesome to have some link or maybee someone can upload their folder or something like that.
Sorry if someone already asked for this, I've failed to find such kind of thread anywhere.
And I am sick of all those esnips stuff... some guys there has complete packs, but they contain so many characters, from diffrent authors and form diffrent series, and it's kinda unreal to figure it out, which character is the best. I know it's up to me to find by trial and error my perfect chars, but this game is so famous so no doubt theres some recognized favorite author or pack for everyone... Even MI has lots of exact characters, for example 3 versions of standart M Bison - omg which one shall I pick up? I am completely lost...  :'( :S ???

look for the japanese folks comments on that DL page... theres plenty of links to sendspace I belive. that's how I got it.
don't forget to look at the comments sometimes even if they are in japanese, very often they has a DL links or mirrors.
