Very small nitpick...

Final Vega

 - since he has two different versions of the "Super Psycho Break Smasher" (on as a level 2, the other his level 3), maybe rename the level 3 into "Final Psycho Crusher"

On Vega... Love the Street Fighter EX2 Intro on Final Vega. Looks great!

 - Final Vega has a intro where he´s just standing in his normal stance, no speech no nothing
 - Hell attack normal, should be more specific in the readme (can be done after a diagonal jumped y)
 - Lv2 hyper (Final Vega) is called "Psycho Break Smasher", hyper ko text is "Super Psycho Break Smasher"

 - gethit sparks are misaligned on his throws

On Vega

IMO Normal Vega shouldn´t have those "Psycho" effects on his normal punch attacks.

Final Vega - Normal taunt spech still goes, even if you do the b+taunt laughter, it does not cancel the spech...

What´s up with his normals in the readme?

You should be more specific in your readme, p.e. add (Normal Mode Only) on Psycho Crusher special.

Is it intentionally that Final Vega can do his "Super Psycho Break Smasher" as a level 2 with (charge) B, F, B, F, p (one punch, no MAX version), but no level 1 version? If so, please add it in the readme...

How about adding that intro from SF EX2 to Final Vega?




On Gill

Love the super finish font you used!

 - On "Allow Recharge Upon Resurrecting" config... Maybe you should restrict "Resurrection" on 1 time in a round only, so even with "Power Charge" it would be "kinda balanced" or "fairer".



Wolverine

Nitpicking...

 - You forgot to add the Wall Jump in the readme

 - wrong pal.defaults in the def

 - IMO last hit of the "Weapon X" level 3 looks very anticlimactic, just like "Fatal Claw" super. Maybe use another fx for that.

Don´t know anything about Madotsuki, just did a quick research...

 - add a jumping & landing sound
 - how about adding Madotsuki on a bike as a normal kick attack or as a intro p.e.
 - maybe add her "Madotsuki's head becomes a giant hand with an eye in its palm" sprites for another attack

Just some suggestions. Keep up the good work.

 - add a twirling sound to his standing b & jumping b attack
 - same on "Insanity Cyclone" hyper
 - maybe add the same Hyper Sketches after effect on Wild Woody while he´s drawing on him too, start up is very anticlimactic for a hyper move

Some feedback on Pac-Man, all tested on MUGEN 1.0.

Love your update! "Ghosts" eating intros are great. Very nice.

 - something strange with x version (straight forward) of "Pac-Dot Trail"... If done on the edge of a stage Pac-Man will just stay in place

 - add in the readme that "Pac-Jump" can be done in the air too

 - nitpick, but maybe add different sounds on every "Bonus Fruit" item (bell sound on hit is great btw)

I´m really not a big fan of the Violent Ken stance that you´re using for Evil Ryu.
IMO it´s something very specific and distinctive for Violent Ken.

IMO if you wanna use some stance to differ Evil Ryu with "Shin" Evil Ryu do something like in SF4 with the red aura effect...
