Mugen 1.0/WinMugen - Characters not working/NSCRT.DLL related crashes

I can't seem to win with these new versions of MUGEN.  Here's the scoop:

With Mugen 1.0 RC7, I can use all my old screenpacks and life bars, stages and characters... with some exceptions to the last part there.  It's all Dragonball Z related stuff and the majority of the ones that don't work were designed by Goten88/Pextin/Pexteen with one exception.  I ran into a number I was able to repair myself (manually changing the mugenversion in the .def files) but with 5 characters I am given a rap sheet a mile long that might as well be gibberish to me... try as I might, I can't figure out what the hell to do to fix them.  Copies are in the spoiler below if anyone wants to help me go this route.

Putting all the same materials into WinMugen (no limits, last modified September 16, 2007), all the characters work just fine.  The problem here is that for some reason if I want to have sound, it nags me that it needs NSCRT.DLL.  When I put a copy of it in the main directory, the minute it tries to play an MP3 it crashes on me and reports that it was a fault with NSCRT.DLL.  Is there some WinMugen specific version of the DLL that I need that I can't find anywhere, or what?  The whole thing's got me stumped.  Any help would be much appreciated.
