Is it just me, or is Leona's arm gets chunky all of the sudden near the end of the GIF animation?
I can see that too
And others little pixels, i think is because the fx except for the arm

Well, I didn't found any fx that matches the style of Chaos Flare (and even less the unique design of Demonic Flare). So for now he will continue with the classic fireballs. sorry 
Sagat's tiger shot is a good base for a new fx's
