This might be revival, but It was said earlier that the power bars didn't samurai-ish.
I edited a power bar I made a few years ago and made it larger and re-shaded it.
If you don't want to use it, that's fine I felt like contributing it to you.

Even though it says "On Fire", I have no actual fire effect for it, if you use this for anything, you'll have to find your own, eventhough in the preview, it shows fire. That is just a paintshop default picture tube.

SF2 and GGXX comparisons:
-Guilty Gear Timeline-
GG:Begining of the series with about 10 or 12 characters
X:Add a few more characters and hi-res graphics.
XPLUS(Japan only):Adds Kliff and Justice from GG
XX: added five characters and story mode(and missions I believe) But removes Kilff and Justice
XX# Reload: Reload adds only Kliff and justice, character from the original Guilty Gear
ISUKA: Adds A.B.A. and, that one boss I forogt his name. Adds 4 player gameplay, and line switching(As from Fatal Fury), Also adds side scrolling mode.
XX SLASH(JAPAN): Adds order Sol and A.B.A.
JUDGMENT:Psp conversion adds a side scrolling mode(as seen in ISUKA but more expanded), also has GGXX#RELOAD but with without missions and story mode.
XX ACCENT CORE:Hm.............appears to add nothing but a few nicer looking backgrounds and other re-arranged stuff, but america does get this one for both PS2 and Wii( that's the first time we got a guilty gear for two systems)
That's 6 versions of XX/X2.
-SF2 Timeline-
SF2: Begining of the avarage 2-d fighters, with 8 playable characters and 4 unplayable bosses.
SF2 CE:New colors plus bosses selectable.
SF2 TURBO:More speed but that's it.
SF2 TE: Arcade only, tournament style(later to also be a mode in SSF2 and SSF2 TURBO)
SSF2:Adds four characters(to ,me, the first REAL sequel to SF2)
SSF2 TURBO:New secret boss and the inclusion of the super specials bar.
And 6 versions of SF2.

So I think their tied, but Guilty gear is better at least in my oppinion.
But as to the actual question WHY there are so many versions. Simple, money. They continue to market a successful game, they make more money.
