What do you mean Profile Picture? Character's select screen potrait? Using Fighter Factory you are able to change their potrait to what ever you wanted.

The possible solution to this is delete some characters, you didn't use anymore. Or, try running Mugen as an administrator.
I am not sure if this is the really solution but try it out.
