HK, HP, LP, LK, such and such

So I'm trying to figure out how to use this one character. There's these commands in it's readme file that say stuff like HK, HP, LP, and LK. Sorry if I'm a bit ignorant, but what do these mean?

So, I love MUGEN with all my heart. I really do! But I just want to know how to add an icon that selects a random character, if that exists. That way; I can just select a few random characters with a few button presses instead of having to randomly move the cursor around like an idiot.
