Kinda difficult as the type 9f attack defines the statetype you need to be in to guard it. Possibly even the state itself as guarding is hardcoded all over the place. Best you can do i think is look into enemynear and hitdefattr. You can then either change state or statetype based on that.

Enemynear will not work on helpers. There is basically no way to pick that one up.

This has to be programmed into the stage.  Mugen 1.1 only.

The stage has to be built for this effect for the same reason that widescreen is 4:3 minus the top and bottom.  Stages don't have standard dimensions.

 Simplification is fine, you're working with a more anime-inspired mechanic if he's really going to be similar to Goku and easier commands lend to the player devoting there focus more into the high-speed action as they would need to. I've done something similar with two SNK characters myself. :P

This stage looks cool and I will definitely be keeping it.

minor feedback:
(1.0 version)
- The wooden fence sprite is upside down. The top of a wooden fence can be staggered heights on the top, but should always be perfectly straight all the way across on the bottom. The sprite allows this, it just needs to be flipped. It's not a big deal, but I couldn't stop glancing at it when I was playing that version. Other than that, great stage for me to spill Naruto enemy blood.

(1.1 version)
- It could help add some more visual appeal if you added some random grass or plants or something along the bridge edges, and maybe some subtle grass blades in some of the cracks of the floor boards. Maybe an occasional bird or two flying in the background and/or some floating leaves would be cool too.

- Both versions could maybe use some contrast and minor saturation adjustments too imo

Here's a quick visual example (color is still not perfect, but it's only for reference)
- top image has flipped fence, bottom has recolor and some subtle grass made from tree sprite in stage.

GOT MECHA GOENITZ. With lv ~31 buffs and maxed Xiaoyu (16k CP with a bunch of maxed 5* cards and the Benimaru Lightning Gentleman set with a Maxima cooldown for the hell of it) to deal enough damage (wiping entire bars in seconds), and a strong red fighter to break the regenerating pillars that are apparently green. ...... And dodging all the crashes by staying away from the red tornado (or instantly wiping all the swarming enemies with one super to turn off the tornado immediately). On top of playing near perfectly and timing your super invulnerability to not get OHKO by fucking everything.
What a fucking pain.
And now... The unique skill cards in the final section of the quest.
