Its based off the Dreamcast port of 98 which was randomly named "KOF 99" for no good reason. Doubly so once the real 99 got an upgrade port for DC.

It wasn't named KOF '99, it was named KOF Dream Match 1999.
SNK thought people could make the difference considering the cover, the way it was named (since it was actually released in 1999) and the fact that '99 EVO came out like around the same time.

Too bad they didn't convince a lot of people.
