I don't believe Photoshop has this feature (I've looked everywhere, and I have tried some things, but none are perfect), but basically, I need to be able to do a transformation to make this:

... look more like what you see in the back here:

Which means I need to be able to transform it through several points relative to the center of the image.

I believe Dark Dez or his buddy Solblaze (or somebody related to those 2) had a tutorial (which is so old, it might be long gone in the archive) where he explains that you should make one single horizontal set of brush strokes, and then fold the image onto itself in a circular way through the middle.

I don't know if I've explained myself clearly, probably not, but the research has been done.

All of your Mugen Portrait needs may be found HERE.

I'd like to report two robots on the MFG forums: One is EXShadow. The other is Saikoro.
There should be a Saikoro plugin for Photoshop.

That's a great resource, however, I'm not sure how that helps. This is just for that one piece, the back layer.

Ah, I see now, I think, now that I'm on the spikes page.

EDIT: The tutorial is about making them from scratch, yet I need to edit an image based on a selection or path. Anyone know how to transform an image based on that in Photoshop?

XGargoyle already posted a link, but here is the topic about the 7 tutorials: http://mugenguild.com/forum/topics/revantos-7-tuts-nice-photoshop-tips-fx-37471.0.html

Jesuszilla, my CS5 has something like that.
It's like a free mesh distortion.....
Edit>Transform>Warp

It posts a tic-tac-toe 9 square box around the image, you can mess with. Each point of the 9 squares can be moved, and each of the 4 outside corners has vector points to roll around.

This is a sprite I'm working on for Samus. It looks like circle, this effect, normally
