How to let people directly reference system of VAR?

Is this for a full game? Is this for an individual character?

There are systems for activating options at the beginning of a match. You could use these to turn on blood, or turn off blood.
You should look into how to change pallets before the start of a match. People also make Street Fighter III characters that can activate options at the start.

It seems that you're asking how to make a complex system. That's something that can not be answered easily. Most people wont bother. But if you ask how to do it as you make it, people can help.
