I'm very new when it comes to making fighting game characters. I have the expertise and skills to make one image of the character, but that's it. are there any tutorials on how to animate things like walking, running, attacks etc fluidly?
And what programs are best to use. I'm currently only using paint. >_>

about the walking, all i can suggest is get a sprite pack with perfect aligned axis or rip them yourself with perfect alignment, or look at how other characters walks look.

set up your .sff file using MCM or Fighter Factory.

If you are making your own sprites, I would suggest a couple things.

1. look at other already made walking sprites, this will give you an idea how many are needed for fluid movement as well as give you a base.
2. look into animation in general, just being specific to making animated sprites, you won't learn much.  It is easier to find general animation instruction than to specifically find game sprite animation help.
3. practice
4. don't hesitate to start and finish a 6-10 frame walk cycle, even if its bad finish it, then look at your mistakes and start over or tweak your sprites until you have a good product.
