This is Zangief with a DP, sonic boom, a fast armor dropkick and a bunch of other stuff.  The goal is to make him a good matchup for Guile since Guile in old SF2WW was a damn near unwinnable matchup for Gief.

I'm really questioning the design choice here. Why is it a 4 button character ? Why are the Guile specials only working with light attacks ?
The counter qcb+LK moves looks bad.
The rdp+LP looks horrible...
