Yeah, I made a boss, but it wouldn't be fair if anyone could play him, I convoluted his movesets, but is there a way to invert the directional keys?  ???

You could always try making his commands ridiculously difficult to pull off.  for example, change "holddown" to like u, d, f, f, z.  Dunno if it would work though.  It might mess up the character's AI.

so you don't want it to be played by human at all, there are screenpack with cpu only char slots, or give him command like Justice from Guilty Gear, he has powerful moves but not easy to execute.

Might I ask how to make a cpu only screen pack, or where I could get one?

Setup select screen like so

Set move over empty boxes in the system.def to 0. Should work fine.
