DXMode should be having Hardware enabled:
DXmode = Hardware
;DXmode = Windowed

Shouldn't it be?:

Maybe you're supposed to play the BrokenMugen screenpack on Hi-Res..?

in the video linux section(i think that's what it's called) of mugen.cfg it says something about enabling fullscreen mode. look there.
