Go into your data folder, open mugen.cfg with notepad. Scroll down to this part,

[Video Win]
 ;Enter the width and height of the resolution you want to set here.
 ;The optimal resolution is 320x240, but if your video card has problems
 ;You may want to try 320x240
Width  = 320
Height = 240

^ Edit the screen size there. You can also press Alt + enter the make mugen full screen during gameplay.

it said if ur video card hasp roblems make it 640 x 480 i did that and the outline is bigger but the screen is the same size

Ok, go back to the mugen.cfg and scroll down,

Stretch = 0 <----- Change the number to 1

or scroll down further,

DoubleRes = 0 <---- Change the number to 4
