The explod is affected by the parent's palfx if you set ownpal to a value of 0. So technically, it's a yes, but that's probably undesirable.

You should just use a helper for this effect.

Definitely use a helper tho, more flexible, you can just use the PalFX Sctrl in it's own state with no problems

Yeah, I made a mistake.

Just use a helper, set it's ownpal to equal 1 and use a palfx in its state. Problem solved. Not complicated.  ;)
