Dark Eternal Champion by Supermystery - 4
Pretty sure there's four votes for him counting my own now. Though the number 2 is listed twice in this thread, so I'm not sure.

But that's my vote. Dunno if it counts since I helped with the character a little by donating sprites, sounds, bug testing, Source game comparisons, and feedback for SuperMystery.

Also, SuperMystery updated his Eternal Champions 1 Eternal Champion around the same time. so I'm nominating him as well:
Eternal Champion for MUGEN 1.0 - 1

Basically, he updated it to do some of the same things as his Dark EC does. Including stage interaction, in case you're wandering. Pallete rotation isn't real though due to the multiple colors the EC uses, unlike his younger brother, who only uses one pallete for all of his forms. (yeah, Dark EC and EC are brothers btw.)
He also fixed some of the annoying bugs his old winmugen version had with resurrection.
