As long as the character has been updated and released to the public, they are ok for nomination.

I was going to reiterate the thing about full-game characters being nominated (I remember people generally saying that full-game characters shouldn't be nominated), but Vegeta winning is such a foregone conclusion I'm not sure any of it matters anyway.

Son, the last thing you'll realize you need is what you've already got.
