Character Not Showing Up in Game (Urgent)

This is kind of a new problem, because I've never had this kind of problem before. The "Character" I'm talking about is Ghosteo's Pikachu.
The file name would be "electric_pikachu" but it will not show up no matter how much I try. Help here!

is the folder name the same as the .def file of the char?

If you mean it won't show on the select screen, try putting electric_pikachu/electric_pikachu.def in the select.def

Is the character double foldered?
Does the character's def file match the name of the character folder?
