Ok, I've been out of Mugen for years so you'll have to forgive me. I used to run DOS Mugen flawlessly on my old computer, but I now have a laptop running on Windows XP. With that, I have a few questions:

1. How do I update characters? Do I just have to run them through Dos2Win?
2. Does Dos2Win always convert them properly?
3. Are creators generally supporting WinMugen now, or are chars still made for DOS?
4. What kind of system requirements and demands does WinMugen have?

Thanks! Also, a bonus question I'd love to have answered: can I use an XBox 360 pad to play Mugen?

3. Winmugen has the most support, I don't think people even make anything for DOS mugen anymore but I could be wrong.

There are two different "update" programs you should concern yourself with.  Dos2Win is one that updates a few of the changes made to mugen's trigger controls.  Minor changes, but if you don't make the changes, strange things will happen to the character in winmugen.  Running them through that program is pretty much just for cns files... and I've had no problems with it personally.
The sff is another story, for that you use CharSSFDtoW.  This program is used if you're having color problems, like the pallet not being displayed correctly.
HOWEVER, this program is not without it's faults... while it could easilly solve your pallet problem, it could also permenantly corrupt your character's sparks, portrait, or any other sprites that are NOT supposed to share the pallete.  The program isn't always neccessary, since there are ways to fix these problems yourself... it automatically creates a sff.bak file that I suggest you keep if you do decide to use it. 

XBox 360 controllers are not a problem, but you may have to configure Joy2Key in order for it to work.  Just remember to disable Mugen's joystick control afterwards. (Yes, Joy2Key is THE answer to all joystick questions.)

Many thanks for the time and responses, guys. Ok, so yet another question: would it be wise, then, to test all my characters and ensure that they work before I actually run any of them through Dos2Win and SFF? Is there a chance that they may actually work with WinMugen immediately?

There is actually a very good chance that your character will be just fine. 

Most of the problems consist of
1 - Character will crash mugen immediately
2 - Colors are really really messed up (CharSFFDtoW)
3 - After connecting with a move, character loops that animation infinitely.
4 - and a few other hard-to-find oddities.

So my answer would be, run all of your old characters through Dos2Win, since I've never had a problem with that one.  But only run them through CharSFFDtoW if have to, and you'll know right away if you have to.
Both programs create backups for your convenience.

actually, you don't need joy to key for xbox360 controllers. just set joystick setting to autodetect. thats what I did

just make sure you have your xbox360 conroller drivers installed.

Great, thanks so much! Once I fix my keyboard I'll be running Mugen again! BTW - my laptop has 1GB of RAM - is that enough to run WinMugen with stage BGM?

Regarding Dos2Win, one oddity with this that's worth looking out for: it will (try to) replace "MoveContact = 1" with just "MoveContact" (i.e. MoveContact > 0) , and the same for MoveHit and MoveGuarded.  I'm not certain why it does this but it has the potential to cause problems, so seems like it's worth mentioning.

I actually don't think that causes problems at all.
But you're right... it doesn't HAVE to do that.  I didn't even know it did.
