Voted Goku because I basicly sprited the entire character TWICE!
I wanted to keep my 2nd vote for later, but I forgot it doesn't work that way....  :(
Ken and Vice and Omega Red are dope! As well as Solid Snake, great original sprite work.

Yuri I might have considered if she didn't have KOF sprites :P

I can already spoil you next year's winner: It will be Vegeta  8)

I'm also under the impression that people keep neglecting data from the game, do you guys know how PotS made his original characters? He actually studied every single game he referenced, down to the core. Doing this properly requires understanding how the original system was made, not just winging it.

COTY wise, Shang isn't a match for half of these characters.
IMO most of the nominees are just as, if not, more fun than Shang is.
