charcters' starting power

I've downloaded some gundam chars from the Gundam Mugen site and they already have fullfilled power bar at the beginning of the match. I know they're designed for the Gundam War full game so may not properly work with normal mugen, but does anybody know how to make those gundams' powerbars start with zero, just like any other characters?

Sure is a powerset in the statedef 190, or in the Statedef -2
