tips:
done in photoshop
cutout filter to breakup smooth rendering
dry brush filter to mimic painted effect
posteredge filter to make the black outline
liquify filter to play around with shape pushing the jawline, widening eyes, etc.
add some white for highlight, and blushes to cheek, cleavage area.
light effect to make the upper right corner bright and bottom left corner dark
