Yeah? ...Well he does not exist for Mugen. but you could always make a palette for one of the many Evil Ryu's out there and change his name in the def file to "Cosmic Ryu".

Just don't distribute him later on the net and claim you made him.

You will get bashed.

I meant a new char with new moves and all that. I know you can change a pal to look like that. That's not cool though. I would make him myself but I'm a total n00b at coding and sprite editing and all that.

I didn't expect that. Anyone have any programs or anything that they can tell me about? Maybe some tutorials or something?

Everything is here under development help. Tutorials, programs, resources, you name it.

Start by getting your hands on a program called Fighter Factory, then refer to the aforementioned section here in the forums where you can start your journey.
