Creating small portraits?

I want to start making custom small portraits for characters but its hard resizing pictures and maintaining high quality could anyone lend any tips that may help with this?

Well, I think there are many ways. So I'll tell you how I do:
I use MS Paint, Irfanview and Photoshop.

- Choose the image which will serve as base for tracing so CTRL+C.
- Open the MS paint and CTRL+V.
- Now Select the area of the future small portrait and CTRL+C.
- Open Irfanview and paste the selected area.
- CTRL+R to open the resize/resample box.
- In set new size, insert width: 25 and height: 25.
- Copy the current image and back to MS Paint.
- Paste the image twice, one of them will be the reference.
- Start the tracing with different tones of colors, for each part use a gradient with a good contrast.
- Apply the correct colors.
- Use photoshop for set the palette.  :)
