Easy way to put them. Not as much effort as creating a full character. And the more they create, the bigger the audience they can aim, as some would probably buy this game just for one character.

Also, I am disappointed that Dokuro-chan isn't a full character. God, that's one character I wanted to play as.

yah, I was so fucking excited when I found out dokuro and accelolita were gonna be in the game until I read the word support.
