i was wondering if a disable code is possible? i have a neji character and wanted to add an effect that when he does his 64 palm move it drains their super meter, disables it, and also disable super moves. is this possible?

You can drain their meter, but can't do the others in a very believable way. Can only do stuff like creating an invisible projectile/helper that'd hit the opponent everytime he tried to use a super.

OMG! YOUR P.O.T.S! I Can't believe you replied to me! this is weird! you are crazy, i have your rare akuma and man he is awesome. i have a couple of friends who like using dbz characters and they get annoying, until i pull out RARE AKUMA! i am still perplexed at his awesomness! thank for making him. anyways, thats a really creative idea using a helper to stop certain moves. so there is no other way to stop them from using special moves? what if a certain coding could stop commands from being executed? like d,df,f, a or something. is that possible to overide commands?

No it's not. Aside from in a full game.

The closest you can get is unfriendly. And it prevents them using ANY attacks until you hit them again. Course, if you hit them with the same attack again, they'll be in the same situation, so it's an easy, and unfair infinite.
