You're half right. It's a Ky edit by Tony ADV, called Lars for the Bastard!!! fullgame. The Cloud is a palette/portrait/nameswap of the same character.

Is there the Monitor Cyborg from the Street Fighter II Animated Movie Game? I have the two stages for Mugen from that game. But has the character ever been released for Mugen?

In the movie game he plays like SSFII Turbo Ken.

Can someone point me in the right direction, I can't find the site I got the two stages from.

Yes I heard what you said, although I did word my reply badly. I understand that its an edit of Ky Kiske, but the hair looks different. I thought I recognised it from somewhere else. Searching around, I wondered if its been taken from a Joe Higashi sprite or something?

It is wondrous!

NHK made a Torao Onigawara, but I don't think any other characters have been converted from that game. I could be wrong though.

Edit: And I was. A Haiji was made by Gargoyle. It can be found at Conversion World.

10 Years! Still going strong.

This has been driving me nuts. a year ago 2 sonic adventure stages were released both here and MI. now i want them (stupid me for not getting them then) and i cant find them anywhere. no youtube video, no help with google, and Esnips is waay too vague.

Psyke: Neo-Kamek made a Mr. Game & Watch, but it was barely an alpha: He collected all of the sprites one would need and one attack. (He released it as a joke, and still keeps it hosted on his piiym-net page). The Super Smash Bros Mugen game (the one that had spriteswaps of varied other's characters) had a finished version of Kamek's character up for their game, but characters from that game were made to purposely crash Mugen if they fight someone outside of their game (The "creators" of the game apologized after information spread of the game and it's illegal-ness, but no idea if they released a make-up version or anything like that). Pikawil from Youtube managed to fix it up, but I'm not sure if he's giving it out to anybody, you should ask.
