I'm not sure but it should be a Metal Gear Solid stage (it isn't white like that, it's the effect that makes it like that).

I asked about it once.
There is one by 119way (which has some kof mechanics) but it is for his/her fullgame. So using it in regular mugen would cause bugs.
There's no Hugo with KoF or SNK gameplay apart from that.

Hugo from SVC: Chaos right?? Your only option is Tin's Hugo. Even if wasn't for a closed fullgame, 119way's is not an option (the other SNK Hugo out there)

Now I remember another Hugo, but never was released outside its fullgame: Hiro-hiro & Dala's Hugo for their SNK vs Playmore fullgame
