Does anybody know what screenpack this is?

All I know is that during the Vs. screen, there were clouds in the background with really ambient music. I know it appeared in a video called "S14's Luigi vs other MLSS Luigis", where they were fighting in Camillo's Lego World stage, but I'm having trouble finding it, though.

Expect nothing, but remeber everything.+ I am tired. Future spot for Doraemon in MvC picture, the second I learn to create it. (Even further: Pepsiman for Mvc picture.) Insert random Doraemon anime .gif. (Also, Pac-Man Delta whaling on a MLP character .gif........) Now, Wipeout....... OTHER STUFF? Needs blue SSB 64 Mario in tornado .gif......... Add Super Mario Fighters 3 sprite here........ Also, now doing KFA stuff...

Unfortunately, the best one(?) is Alexluexus's(?) which uses SF3 sprites. Does Gouken count? Because Infinity made a awesome Gouken.

I have no idea whos the creator of it at all. I just got it from a friend of mine. The characters name is literally just Dr. What the character is is a big joke as shown in this gif(He also has no hitboxes whatsoever).
