that's grey area, he needed a certain amount of power to "wake up", so you can say that his power is proportional to that, and without goku and vegeta creating more power than necessary his power level might have increased.
Fat and Kid Buu had about Goku SSJ2 level... which isn't really all that strong in comparison to the likes of Vegetto or Broly.The really strong Buu was only the one that had absorbed a bunch of strong people, so he was (assuming it's an additive increase with no loss) at about Kid/Fat Buu + Gohan (who is about Goku SSJ2 without the rage already!) + Piccolo + Trunks/Goten, and that one was still an order of magnitude below Vegetto..The question is, what did the single Namekian do all time while not fighting Cell or Buu.. my guess would be he mastered a bunch of awesome techniques

And how can you master a whole lot of techniques when you have nobody to test them.
He travelled in space; anyway I think the namke fussion is a hack, even bigger than the dancing fusion, after all when piccolo fused with kamisama in the cell saga he did not become as strong as piccolo + the weak kamisama, but much, much stronger.
But they were two separate bodies of the same person, so it was like reassembling a unique soul.Now that I think of it, Namek people are all created by a unique entity, so we could all call them "one and only", to a certain extent. So yeah, it makes sense that he's so strong.
