That's technically true, but it doesn't look HR at all. Passing sprites through a filter and using them as they come out is never a good idea, because they will look blurry and crappy (eg. your Broly edit). If you want a real HR character, you'll have to edit the sprites by hand.
Actually, you're all wrong (except for Cybaster): It IS HR, in that the sprites are twice the size of the originals, but I think the term you're looking for is HD, meaning that the sprite definition is appropriate for the sprite size. I tried to tell Vyx that, but it went over his head, but it does look like you're listening to us. I'll be back with an example.

HR.On the right, Fat Buu with normal LR sprites. On the left, Fat Buu with edited by hand HR sprites. Notice how the details are kept and that the sprites (Fat Buu and the afterimage) don't look blurry.

First off, "HD" stands for High Definition, and means that there is a lot of fine detail in a given image. HR, on the other hand, stands for High Resolution, and means that there are a lot of pixels in an image, regardless of detail or quality. An image a single pixel in size can be scaled to a 2000 pixel by 2000 pixel image, and while it IS a high resolution picture, it has absolutely no detail, and is therefore not HD. Secondly, when you said "HR resolution", you basically said "High Resolution Resolution".
