I guess this is a plug-in problem.

Which plug in do I need for this again? This was for a music file for a stage. The music file ends with .ogg

Also do I have to to something in the mugen.cfg file for this?

Am I heading down the path of evil...again?

The music file ends with .ogg

You need the in_vorbis.dll plugin. After you get it, type this into your mugen.cfg under plug-ins:

plugin = looptype = 2, plugins/in_vorbis.dll, ogg

Where it says "Example: plugin" or where it says "plugin" underneath "Example: plugin" in the cfg file?

Am I heading down the path of evil...again?

Right there, so it should look like this:

 ;If music is not looping with a particular plugin, you can try an
  ;optional first argument looptype=1 (seek to zero; may stutter)
  ;or looptype=2 (reload plugin; slow).
  ;Example: plugin = looptype=1, plugins/my_plugin.dll, mp3, mp2, mpg
;plugin = plugins/in_mad.dll, mp3, mp2, mpg
plugin = looptype=2,plugins/in_vorbis.dll, ogg
