Frame rate on Stages help

So I have this problem where some stages such as "Forest Warehouse" by Margatroid are just so animated or Hi-res that I end up with severe frame loss. It's to the point where I can't actually play properly on those stages because some of my command inputs don't go through as they should. I wanted to know if it was because of my computer specs, or maybe the screenpack I'm using or maybe it's something to do with the mugen.cfg... I don't actually know what the problem is since I've tried messing with all sorts of video settings and the best I get is from using Rendermode = System.

This is an example of a stage I lose frame rate on, and most notably the biggest problem.

I am using Mugen 1.1
My screenpack is Neon by Rokksoftware

If you have any suggestions for me to try and help increase my frame rate, or anything that might help my situation, I'd appreciate it greatly.

Frame rate drops are usually caused mainly due to too many transparencies and the RGB method to avoid any color loss. The problem is not actually your PC, but the System renderer itself. OpenGL however, does improve the framerate if you're able to run it.  Judging from your screenshot, are you running Mugen on 1024x768 res? Try running it at 640x480 and see if the speed improves.
