FullScreen = Huge Empty Black Screen?

Ever since Ive gotten my computer fixed, My Mugen on my external hard drive has been a black blank screen everytime I attempt to open it up.  It is windowed but occasionally I ALT+Enter to play Fullscreen.. Unfortunately it opens but only sounds can be heard. The Picture cannot be seen.. Any suggestions?

try changing the value of fullscreen in mugen.cfg from 0 to 1

Ive tried this.. and alas, this has also failed me.  I am not sure if the graphics card has anything to do with this problem.  My PC is relatively new and once upon a time my PC did indeed run in FullScreen.  This is a pesky topic.. pesky indeed.
