So based on what you're saying.. gangsters are suppose like this in the 90s?... Sorry to say I've seen plenty of pictures from the 90s and the gangsters were plenty believable. these guys are less of a threat than Bulk and Skull from Power Rangers.

and I'll have you know a lot of great movies were made in 90s and this is definitely not great.... it's not even mediocre. it's below a b movie.

The first movie is truly horrible, it has nice suit designs though (Thanks Steve Wang) and it has Mark Hamill as a mutant Cockroach.
Most villains were comic relief sadly! (Like the black guy that transforms in a Gremlin-like Zoanoid)
The second movie is better, plus the actor for the lead (Sean Barker) was replaced by...
