Criteria:

* should be in some way outstanding not only for those who were involved
* i.e. guests and newly registered users of the future should be able to look at most of those threads and understand at least to a certain extent why they're there... ideally they also get most of the jokes, of course.
* so... universally interesting stuff and things that are kind of self-explanatory should go there; if it's something that nobody will get anymore come next year, it's probably not suitable.
* when considering a topic, try to imagine whether it might be worth reading it  (or in some way notable/important/good to see/know...) from the point of view of any random new uninvolved user

I'd say topics go there after Admin-approval (any, just I!) unless you're dead sure and really in a hurry or something after thinking along the lines I brought up...
