As he's american, and could have sued capcom, they had to change him round for the american market. It was obviously thought that vega sounded too cool for the goofy boxer dude so he got balrog instead. Capcom america possibly not realising that a balrog is a massive firey demon from the lord of the rings. Anyway, that's the logic behind it.

I don't know what Iced is talking about, but the American version of SFZ3 Double Upper I have (AKA SFA3Max) has Sodom named as Sodom, not Katana.Also, there are other name changes : Gouki became Akuma (for retarded reasons) in America, and Nash became Charlie (for no reason at all).
